Therefore now shall they go captive with the first that go captive, and the banquet of them that stretched themselves shall be removed.
The Lord God hath sworn by himself, saith the Lord the God of hosts, I abhor the excellency of Jacob, and hate his palaces: therefore will I deliver up the city with all that is therein.

13 Ye which rejoice in a thing of nought, which say, Have we not taken to us horns by our own strength?


14 But, behold, I will raise up against you a nation, O house of Israel, saith the Lord the God of hosts; and they shall afflict you from the entering in of Hemath unto the river of the wilderness.

LAMENTATIONS 3  OPIATES ARE USED AS PLEASURE IN MISERY, AND CAN BRING MISERY.  THEY ARE A JUDGMENT AND BLESSING.

I Am the man that hath seen affliction by the rod of his wrath.
He hath led me, and brought me into darkness, but not into light.

My flesh and my skin hath he made old; he hath broken my bones.

10 He was unto me as a bear lying in wait, and as a lion in secret places.

12 He hath bent his bow, and set me as a mark for the arrow.
13 He hath caused the arrows of his quiver to enter into my reins.
14 I was a derision to all my people; and their song all the day.
15 He hath filled me with bitterness, he hath made me drunken with wormwood.
16 He hath also broken my teeth with gravel stones, he hath covered me with ashes.
17 And thou hast removed my soul far off from peace: I forgat prosperity.
18 And I said, My strength and my hope is perished from the Lord:
19 Remembering mine affliction and my misery, the wormwood and the gall.
20 My soul hath them still in remembrance, and is humbled in me.
21 This I recall to my mind, therefore have I hope.
22 It is of the Lord's mercies that we are not consumed, because his compassions fail not.
23 They are new every morning: great is thy faithfulness.
24 The Lord is my portion, saith my soul; therefore will I hope in him.
25 The Lord is good unto them that wait for him, to the soul that seeketh him.
26 It is good that a man should both hope and quietly wait for the salvation of the Lord.
27 It is good for a man that he bear the yoke in his youth.

b. The Posse Comitatus Act. With the September 11, 2001, attacks on the United States the roles of both the military and law enforcement in the defense of the U.S. homeland have been reexamined. Congress reaffirmed the intent of the Posse Comitatus Act in the Homeland Security Act of 2002, and the Executive Branch reasserted the President’s inherent constitutional powers as justifying certain exceptions to the Act. In this context, actions previously considered unworkable under the Act may now be possible with the appropriate level of advance approval. National Guard members called to state active duty or in a Title 32 status participating in a domestic law enforcement support operation are subject to the laws of their state, but do not come under the restrictions imposed by the Posse Comitatus Act. 



The act remains important to the National Guard because it is enforceable when Guardsmen operate under Title 10 authority. Furthermore, the Posse Comitatus Act should be understood to realize the restrictions and authorities of Title 10 forces participating in the same domestic law enforcement operation.

Active Duty title 10 Troops can
(6) Restore public order as a result of an epidemic or serious public health emergencies.  

THAT'S RESTORE LAW AND ORDER UNDER- "PUBLIC HEALTH EMERGENCIES" SUCH AS THE OPIOID EPIDEMIC.

Remember, Title 10 troops are active duty troops that can go anywhere in the the world.  Many of them are fresh off the battlefield already.

    `(a) Use of Armed Forces in Major Public Emergencies- (1) The President may employ the armed forces, including the National Guard in Federal service, to–
      `(A) restore public order and enforce the laws of the United States when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition in any State or possession of the United States, the President determines that–
        `(i) domestic violence has occurred to such an extent that the constituted authorities of the State or possession are incapable of maintaining public order; and
        `(ii) such violence results in a condition described in paragraph (2); or
      `(B) suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy if such insurrection, violation, combination, or conspiracy results in a condition described in paragraph (2).
    `(2) A condition described in this paragraph is a condition that–
      `(A) so hinders the execution of the laws of a State or possession, as applicable, and of the United States within that State or possession, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State or possession are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or
      `(B) opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.

THEY KNEW WHAT THEY WERE DOING- ROBOCOP STYLE URBAN PACIFICATION TEAMS WITH TANKS  AND THEN EVENTUALLY PEOPLE EXTRACTION/ AND EXECUTION. 

WHEN THE MILITARY DOES IT- THIS WILL INSTIGATE REVOLUTION.
